Fecha que señaló el «acuerdo» con España para implementar el Tratado entre Bruselas y Londres sobre las relaciones con Gibraltar. Incorporación al espacio de libre circulación de personas y a la Unión Aduanera, y en consecuencia, la desaparición física de la verja.
Había muchos interrogantes sobre cómo iba a funcionar la experiencia.
Y muchas expectativas, buenas y malas. Desde Gibraltar se temía la inseguridad, la delincuencia, pero no ha pasado nada. Y desde España el contrabando -desaparecido porque al subir los impuestos allí y poner en vigor una especie de IVA – por primera vez en siglos ya no es un problema.
O sea, normalidad. Y esa será la tónica. La teoría de los «VASOS COMUNICANTES» funciona. Ahora la «Prosperidad compartida» es el reto. Tiempo (Zamora no se ganó en una hora). Ya lo dije en anteriores artículos.
Todo es cuestión de CONFIANZA. Es el concepto clave para el capital y la inversión.
Gibraltar necesita ESPACIO E INTELIGENCIA. La Línea lo tiene, pero es un municipio con muy pocos recursos, por su pequeñez territorial y su estructura fiscal. Existe un desequilibrio evidente. Solo hay que ver las diferencias en PIB y Renta per Cápita.
Corregir el desequilibrio necesita recursos: Europa debe ayudar a corregir los desequilibrios. No es suficiente que el alcalde acuda a la Junta de Andalucía para reparar farolas o eliminar los baches en las calles. Él tiene la responsabilidad de habilitar suelo y agilizar la burocracia municipal, pero Bruselas es la firmante del tratado y tiene la obligación de aportar recursos para ello.
Hay dinero y programas, y ya se ha empleado para equilibrar territorios fronterizos en otras zonas de Europa. Pero hay que saber fundamentar, explicar, y pedir.

Gibraltar, the 15th of July has now passed
That date marked the so-called «agreement» with Spain for implementing the Treaty between Brussels and London on relations with Gibraltar: incorporation into the Schengen area and the Customs Union, and consequently the physical removal of the border fence.
There were many questions about how the experiment would work.
And plenty of expectations, both good and bad. From Gibraltar, there were fears of insecurity and heightened crime, but nothing has happened. And from Spain, concerns over smuggling have faded because with taxes having been raised there and a certain kind of VAT introduced for the first time in centuries, it is no longer an issue.
In other words: normality. And that will be the norm. The theory of «communicating vessels» works. Now «shared prosperity» is the challenge. These things take time (Rome was not built in a day). As I have said in previous articles.
It all comes down to TRUST. That is the key concept for capital and investment.
Gibraltar needs SPACE AND INTELLIGENCE. La Línea has the space, but it is a municipality with very limited resources, due to its small size and its fiscal structure. There is a clear imbalance. One only has to look at the differences in GDP and per capita income.
Correcting that imbalance requires resources, and Europe must help correct those imbalances. It is not enough for the mayor to go to the Junta de Andalucía (Andalusia Regional Government) to fix lampposts or fill in potholes. He has the responsibility to enable land and streamline municipal bureaucracy, but Brussels is the signatory to the Treaty and has an obligation to provide resources to that end.
There is money and there are programmes, and they have already been used to balance border regions in other parts of Europe. But you have to know how to build a solid case, explain it clearly, and ask.
