El acuerdo entre la UE y el Reino Unido recientemente alcanzado, con la participación de España y de Gibraltar hace unos días, y que nos decían era inminente (así me lo dijeron personalmente el ministro Albares y también el Sr. Picardo) ya por fin parece un hecho

Y en este artículo (primera parte) me voy a limitar a transcribir textualmente parte de lo que al respecto ha trasladado al Parlamento de Gibraltar su Primer Ministro. Y ahí va:

  • Desaparecerán los controles fronterizos en la frontera terrestre, tanto para las personas que viajen de Gibraltar a España como para las que viajen de España a Gibraltar”.
  • Todos disfrutaremos por igual del libre acceso al Espacio Schengen.
  • Todos estaremos exentos de sellar nuestros pasaportes.
  • También estaremos exentos del Sistema para la Entrada y Salida y del ETIAS (el equivalente en la UE del sistema ESTA en Estados Unidos) cuando entren en vigor.

Esto también se aplicará cuando viajemos al Espacio Schengen desde un tercer      país, por ejemplo, en un vuelo de Londres a Roma. Los sistemas informáticos de Schengen se configurarán para reconocer nuestras tarjetas.

  • No se exigirá visado para viajar al Espacio Schengen a ningún titular o residente con tarjeta de identidad roja de Gibraltar.

Más allá, el beneficio de la fluidez entre Gibraltar y el Espacio Schengen lo disfrutará también cualquiera que visite Gibraltar procedente de terceros países.

  • Para lograr ese nivel total de fluidez, se establecerán pasos fronterizos en el aeropuerto y el puerto, ya que una vez que haya pasado por allí, la persona gozará de acceso sin trabas al Espacio Schengen. Por lo tanto, los controles acumulativos de inmigración de Gibraltar y de Schengen se realizarán aquí.
  • Todas las personas que lleguen a Gibraltar procedentes de un país no perteneciente al Espacio Schengen deberán pasar por el doble control de inmigración.
  • Se construirá una zona de control Schengen de segunda línea como ampliación de la terminal actual. Como ya se ha anunciado, se ubicará de manera equidistante entre España y Gibraltar y se convertirá en una zona de operaciones conjuntas de nuestros guardias fronterizos y los de España.
  • La zona de control Schengen de segunda línea permitirá a los guardias fronterizos gibraltareños y españoles realizar controles de seguimiento siempre que sea necesario.
  • Garantizará nuestro bienestar económico y el modo de vida al que estamos acostumbrados.
  • Garantizará que los 15.000 trabajadores transfronterizos que vienen a trabajar a Gibraltar puedan seguir haciéndolo y en las mejores condiciones que hemos conocido durante nuestra época como miembros de la UE.
  • Circulación de mercancías: el segundo pilar del Tratado será un acuerdo comercial que permitirá la libre circulación de mercancías entre Gibraltar y la Unión Aduanera de la UE.

THE AGREEMENT I

The agreement recently reached between the EU and the United Kingdom, with the participation of Spain and Gibraltar a few days ago, and which we were told was imminent (as both Minister Albares and Mr Picardo personally informed me), now finally appears to be a reality.

And in this article (part one), I will limit myself to transcribing verbatim part of what the Prime Minister of Gibraltar has conveyed to the Gibraltar Parliament on the matter. And here it is:

  • Border checks at the land frontier will disappear, both for people travelling from Gibraltar to Spain and from Spain to Gibraltar.
  • We will all equally enjoy free access to the Schengen Area.
  • We will all be exempt from having our passports stamped.
  • We will also be exempt from the Entry/Exit System and from ETIAS (the EU equivalent of the ESTA system in the United States) when they come into force.
  • This will also apply when travelling to the Schengen Area from a third country, for example, on a flight from London to Rome. The Schengen IT systems will be configured to recognise our cards.
  • No visa will be required to travel to the Schengen Area for any holder or resident with a Gibraltar red ID card.
  • Furthermore, the benefit of fluid movement between Gibraltar and the Schengen Area will also be extended to anyone visiting Gibraltar from third countries.
  • To achieve this full level of fluidity, border crossing points will be established at the airport and port, as once a person has passed through there, they will enjoy unhindered access to the Schengen Area. Therefore, combined Gibraltar and Schengen immigration controls will take place here.
  • All individuals arriving in Gibraltar from a non-Schengen country will have to undergo dual immigration checks.
  • A second-line Schengen control area will be constructed as an extension of the current terminal. As previously announced, it will be located equidistant between Spain and Gibraltar and will become a joint operations zone for our border guards and those of Spain.
  • The second-line Schengen control area will allow both Gibraltarian and Spanish border guards to carry out follow-up checks whenever necessary.
  • It will safeguard our economic wellbeing and the way of life to which we are accustomed.
  • It will ensure that the 15,000 cross-border workers who come to work in Gibraltar can continue to do so, and under the best conditions we have known since our time as members of the EU.
  • Movement of goods: the second pillar of the Treaty will be a trade agreement allowing the free movement of goods between Gibraltar and the EU Customs Union.
